Who Should Attend:

Administrative professionals and anyone who wants to understand how each role in the utility impacts the budget and financial statement.

Course Overview:

This one-and-a-half-day course will take you through the fundamentals of FERC (RUS) accounting and provide practical examples you can use in your utility. Employees will engage in building the fundamental understanding to account for utility tasks and investments. Build confidence in your understanding of where information is derived from, how to account for information, and lose the need to do things the way they’ve always been done. Employees will learn skills that help their utility’s system achieve financial security and long-term benefits for members, in a language that all employees can understand.

The course includes applying what you learn to analyze the impact and outcomes to the financial health of the utility. Budgeting, cash flow, and the importance of tracking expenses are highlighted. At the completion of the workshop, participants will have a more complete understanding of their personal impact on their system’s financial success. Employees will also be able to utilize online tools in researching FERC/RUS accounting and construction practices of utilities.

Course Topics:

  • Analysis of the financial reports (balance sheets, statements of operations, statement of cash flows)
  • Billing (accounts receivable turnover, write-offs, delinquency)
  • Plant accounting (inventory, engineering and operations, work order procedures, depreciation impact)
  • Financial management (equity changes, capital credits, TIER, DSC, general funds, cash management, debt management, capitalization ratio, cost-of-service study, equity management, capital credits, including legal challenges, allocation, retirement pros and cons)
  • Member services (marketing, communications)

  • Most recent year-end financial report (Form 7)
  • Current equity management policy
  • Current capital credit allocation and retirement process
  • Calculator
  • Laptop with current versions of the following bulletins downloaded:

Course Schedule:

Registration will begin at 8 a.m.; the class will run from 8:30 a.m. to 4:30 p.m. on day one, and 8:30 a.m. to noon on day two. Lunch will be provided on the first day; morning and afternoon breaks will be provided both days.

Cancellation Policy:

Cancellations are accepted, with full refund, if request is made at least 30 days prior to the course. Within 30 days, fees are as follows: 15-29 days, $100; 1-14 days or "no show," 100 percent of registration fee. When possible, please send a substitute instead of canceling. NWPPA does not charge a fee for substitutions.

Continuing Hours:

This course qualifies for nine continuing hours. Certificates are issued upon full completion of the course.
