Who Should Attend:

Staff/analysts who are new to rate setting or the utility industry, as well as those new to demand response or interested in developing a demand response program for their utility.

Course Overview:

This course covers the basic concepts of utility rate making and pricing using standard industry approaches. The class will focus on describing standard residential, commercial, and industrial rate structures and options. The development of energy and demand rates as well as monthly customer charges will be presented.  Learn how different rate structures are used to send proper price signals and recover costs in a fair and equitable manner.

The class will describe how information is obtained, how to develop a rate design model that develops rates to meet target revenues, and how to calculate projected revenues. We will discuss the proper rate planning period and how to incorporate the rate increase timing into the overall rate development. Class will work through exercises to develop billing determinants needed for different rate components.  Rate structures discussed will include flat and tiered energy rates, time differential rates, demand rates, minimum bills, fixed charges, demand ratchets, and seasonal rates.
