Angel Barahona-Sanchez joined the Grant PUD Engineering team in 2008. He filled multiple roles in his career as project manager, engineer and engineering supervisor. Angel currently support key projects as a senior engineer and mentor. Before joining Grant PUD, Angel served in the United States Marine Corps between 1998 and 2002. Angel received a B.S. in Electrical Engineering from Washington State University in December 2007.


Organization: Douglas Electric Cooperative, Inc.


Phil Bigler is the Assistant General Manager for Douglas Electric Cooperative, headquartered in Roseburg, Oregon. Douglas Electric covers approximately 2,200 square miles of heavily forested mountainous terrain, providing service to nearly 10,000 meters. Although relatively new to the industry and the cooperative business model, Phil has an extensive background in information technology, business management, and business analysis.

Roger Meader served as General Manager/CEO of Coos-Curry Electric Cooperative from 2006 thru 2019. He served as Okanogan County Electric Cooperatives General Manager from 1996 thru 2006. And was Blachly-Lane Electric Cooperatives Engineering and Operations Manager from 1979 thru 1996. He has an Electrical Engineering degree from Washington State University. He and his wife, Kathleen, retired in 2019 and live in Payette, Idaho.

KC Fagen joined R. W. Beck in 1990 and worked as a consultant for 25 years before joining Tillamook PUD in 2016. His experience includes system planning, voltage optimization, controls and protection, and T&D design. The work has taken him to the US Virgin Islands, Kodiak Island, American Samoa, Guam and Hawaii.

A native of South Dakota, Brady Hansen worked his way west doing telecommunications work and later joined the IBEW in Local 89 in Seattle. He achieved Journeyman Lineman status in 2006. As a Journeyman Lineman he worked for Potelco, Wilson Construction, and BPA before accepting a position as a Journeyman Lineman with Avista Utilities. In 2018, he started a training business, Written In Red Inc. and working for Safeguard Equipment.

Leon Kempner Jr. is the Principal Structural Engineer for Bonneville Power Administration. He has 46 years of experience performing structural analysis, design, assessment, and research of transmission and substation facilities. He is a member of standards IEEE-693, -1527, ASCE-10, -48 and ASCE’s Manuals 74, and 113. Leon is a member of NESC SC5 Loadings and Strength subcommittee. He participates in the National Institute of Standards and Technology Lifeline Resiliency efforts.

Clark McIsaac is the State Government & External Affairs Associate at Snohomish County Public Utility District. He was born and raised in California, is a banana slug alum (University of California, Santa Cruz…), and a relatively recent Washingtonian. His career has centered on driving collaborative results in public processes at municipal, county, and state levels of government.

Dan joined the Grant PUD Engineering team in 2015, where he has worked on a variety of projects. He currently leads the design of their new substation protection and SCADA system. Prior to Grant PUD, Dan worked at Bonneville Power Administration in the System Protection and Control group developing relay settings and supporting testing and commissioning activities. Dan received a B.S. in Electrical Engineering from Eastern Washington University in 2010.
