Program Overview:

This course qualifies for credit toward the Accounting and Finance Certificate from NWPPA. For more information about this and other certificate programs, please see the NWPPA Certificate Program Brochure.

This three-part course is intended to demystify the electric rate-setting process and leave participants with a deeper understanding of how to utilize their rates to set up financially sustainable utilities in uncertain times. The course will cover high-level concepts and steps involved in a rate study process. It will also review key tools and policies available to utilities to ensure stability, equity, and long-term sustainability in rate setting. Participants will receive a take-home example toolkit to assist in development of a financial forecast and evaluating changes in key financial variables.

Program Agenda:

Establishing Resilient Revenues in Uncertain Times (September 17, 2020)

  • Understand the general process and purpose of utility rate making
  • Identify key principles that drive sound financial management
  • Identify financial planning key variables and strategies
  • Understand the importance of load in financial planning
  • Learn to develop a multi-year financial tool to calculate and communicate impacts of changing variables

Rate Equity: Are You Paying Your Share? (September 22, 2020)

  • Understand the importance of AMI data in the cost-of-service process
  • Understand the difference and benefits of bundled versus unbundled rate setting
  • Understand how allocation factors are developed and used for assigning cost shares
  • Review alternative cost-allocation techniques
  • Understand the impacts of your cost-of-service decisions

The “Art” of Rate Making (September 29, 2020)

  • Establish rate structure prioritization processes
  • Evaluate traditional and emerging rate structure trends
  • Explore new structure possibilities through AMI
  • Learn the key levers that can be utilized through rate design to enhance revenue stability
  • Identify best ways to test new structure impacts before implementation

    Advanced preparation for this webinar is not required

    Recommended CPE: 1.5 per day for a total of 4.5

Program Schedule:

The webinars will be held from 10 to 11:30 a.m. PST on September 17, 22, and 29. Attendees will be admitted 15 minutes before the webinar begins. The course is only available live; no recording will be made available.

How to Participate:

Instructions will be emailed to attendees 12 hours before the webinar and we recommend that you test the link to the meeting as soon as you get the instructions. The webinar is best viewed using Chrome as your browser. We recommend that you use a landline for both your phone and your internet connections.

This registration is for one person to attend. We manage our webinars on an honor-system basis; if more than one person from a utility wishes to attend, each is to register separately.

Program Refund and Cancellation Policy:

Cancellations are accepted, with full refund, if request is made at least 30 days prior to the course date. Within 30 days, fees are as follows: 15-29 days, $100; 1-14 days or “no show,” 100% of registration fee. When possible, please send a substitute instead of canceling; NWPPA does not charge a fee for substitutions. If registration was paid by credit card, a refund will be issued to that credit card; all other refunds will be issued via check.
